Are these classed as boilies or pellets? I ask because some fisheries do not allow boilies.

Hi Simon
These are a hook bait only, most fisheries with boilie bans usually only frown upon boilies as feed - I recommend checking with the bailiff of the water you wish to fish to avoid any doubt.
