The user review does not allude to what sort of rig material he was using but it could be that he did not mould it properly and securely around the hook link for it to slip.
used the tungsten putty the first time a couple of days ago. I was reluctant to pay as much money for such a smaller tin. Upon opening the tin i was even more surprised to find that the tin isn't full of the product but it is a small square of putty inside, about the size of a large sugar cube for around £7! Anyway i put it on my line which is easy to do, but all day all i ended up doing was moving it back into position because it continually slides up and down wet line. Absolutely useless and a waste of money - I will have to get something that fits securely to the line like the old style shot.
