I want a rod hold to accommodate a 13' 2 piece rod. It must be capable of holding a made up rod.

If its just a single rod your carrying then your probably better off looking at rod sleeves. Here's a couple of options we do that will accommodate a 13ft rod.

Can these be used for 12' carp rods with big pit reels?

The 12 ft rods should fit comfortably and you might have to fold the handles in but the reels should fit too.

This is a perfect holdall for carrying everything you need for a day on the banks. It takes 2 rods ready to go and also has space for 2 un made rods. i can get everything else i need in the side pockets. Great product. Highly recommended.
