The info from Shimano doesnt give an action, but given its classed as a spinning rod it should have a responsive tip with a progressive action. Here's the link to the Shimano website if you'd like more info.

Can I pair it with Penn Slammer 3 of the size 4500? Someone on Amazon found that its reel seat is too small to accommodate Penn reels of the size 6500. But not sure about 4500 reels
